The note is what he wrote. It's not very clear from the adaptation, but after Beta inquires about his notes, he writes a new page from scratch, and that's what he handed her. He thought they might be able to translate it eventually, but he didn't foresee them translating it before his full plan was complete.

I think in the manga he actually wrote on the note his plan but he did it in Japanese expecting them to never be able to translate it. He made the note kind as a fail safe so that at the end of the day he could gas light them and say I told you on this message. I don't think he expected them to translate it when they did. I'm not sure how it was done in the LN which is the original source though.
