While that is true. I think you often see marines fighting Straw Hats or other known or skilled people as such grunts are useless but among normal pirates they can fight them. It is just the perspective not everyone on the sea is godly fighter.

Regarding the Marines being strong/weak: I think it helps to think of them as the police force of the world government and not necessarily a seperate faction. And most countries in OP are part of the World Government, which means they acknowledge the Marines as the topmost executive force to enforce the laws of the World Government in their territory. Basically that means the Marines don't really need too many strong individuals, because people/ governments usually don't give them shit and on top of that they have authority over the seven warlords to deal with pesty pirates and stuff.
