Hordy literally lost it with all the steroids, he's literally delusional. He might not be scary, but you know what? That's fine, this arc had great other characters, like the royal family (and as a bonus, Arlong's saucy sister). And like you said, it wouldn't do to go all Marineford with the villians right from the get-go. So he's kind of like a prologue villain before the new world? like Wapol was for the grand line arrival. And I'm okay with that.

Armament Hardening is pretty much just a way to visual for the audience when Haki is being used. It most likely is still invisible to all the normal people in the series. An in universe explanation for why it is black now when it was invisible before is that now that Luffy can sense and understand it, he knows when it is being used to he can kinda see it.
