You're 100% right. The 4 extra Hobgoblins at the table are the 4 Goblin Lords that work under Rigurd, and were the Elders of their respective villages.

It's a small thing, but I appreciate the fact that the main people are not the only ones at the meeting, and that there are a handful of other hobgoblins present, even if they don't have speaking lines. I gives the impression that there is more going on with the organisation/administration of the town than what is shown.
