Captain John's Corpse was one of Moria's Special Zombies, so the armband/map was likely picked up by Moria when looting Captain John's grave. The strawhats then got it after perona loaded all treasure on Thriller Bark onto the Sunny.

There's a cover series in the manga during water 7 about miss goldenweek trying to rescue members of baroque works. Obviously Mr. 3 was one that didn't get saved, but it's interesting that the manga showed the fates of these characters but the anime gives you no hints about who might or might not show up at impel down

Even though he may look and act like a joke, Magellan is maybe the most underrated villain in One Piece. No plans to rule the world, no psychopath who likes to kill, just a dude doing his job. Kinda respect him for that.
