It did already state that she couldn’t use curse energy . Just nothing about clans yet

I don’t know if it’s been stated already in the anime so I don’t know if this is a spoiler or not so be warned: but Maki is at that level (grade wise) because she cannot use cursed energy. And since she is from one of the highest clans in the jujutsu world they aren’t allowing her to be higher
