Nah bro, Kakashi was already renowned as Kakashi of the Sharingan and had a lot of notable feats until his team eventually surpassed him. I don't think it's Konohamaru's issue per se but the storytelling be it the manga or the anime.

I get he is strong and I love Konohamaru but it's like sometimes he doesn't even put an effort and gets knocked out just when the battle starts and then his genin squad have to protect and defeat the villain. So, you can't say the opponents are too strong coz Boruto alone seems to put up more of a fight. I don't think he has done anything to deserve to be the next Hokage. Honestly, all the senseis of this generation are kinda whack compared to the previous gen and that's probably due to the peace times. I think the anime and manga need to work on making Konohamaru better.

Minato reaction speed is faster than the raikage so for example the raikage can't minato off his guard with his speed. So minato is extremely fast without teleportation as well

I meant that Konohamaru can't be called strong and Omoi weak coz people who follow Boruto well know how he is a pig slaughtered for Team 7's growth and somehow is always knocked out or more helpless than Sakura from OG Naruto. It's really sad coz we all love Konohamaru...
