Anyone can attempt learn it, however whether they will be successful in learning it isn’t guaranteed

Oh , and about everyone being able to learn Sage jutsu/mode , like somebody else just pointed out, is not that easy, we actually know of a very few characters that could achieve it, and half of them couldnt even do it well, just barely like Jiraiya. Naruto, Jiraiya and Minato got sage from Mount Myoboku (Frog) , theres 1 other char that have it from here but its spoiler. Orochimaru (Imperfect), Kabuto (Perfect/Dragon) and Mitsuki(artificial) got it from Ryuchi Cave (Snake) Hashirama its said to have learnt Sage mode in Shikkotsu Forest(Slugs) but its never been implied that his Sage mode is a Slug Sage mode, theres people that believe that he developed his own Sage mode as his has no animal features like the Frog and Snake have on its users.

About the Snake/Dragon thing, when Sasuke and Itachi found and fought Kabuto, Kabuto said while going into Sage Mode how he wasnt a Snake anymore, that he evolved into a Dragon.

Thats actually false. Not everyone can learn senjutsu. If that was possible , i believe that would create a plot hole on why so little people know it. naruto , hashirama, jaraiya, and minato were special. Mitsuki was created ofc.
