Knuckle hairstyle, clothing and attitude is the cliché Bousouzoku. Japanese "gang" that are fans of high speed and banding in "clans" like group. Its a very 80's thing but they are generally used in manga and anime as the "Bad Guy with a Soft Heart" trope.
