He intends to protect the village his own way, NO MATTER WHAT IT TAKES OR HOW IT LOOKS' if the village doesn't change, would shisui use kotoamatsukami on konoha higher ups? for Danzo, that is a breach he cannot allow so, let's say the uchiha call of the coup, is it just a temporary solution? on the off chance that shisui sides with the uchiha on a later occasion, konoha is doomed to perish. shisui's allegiance was shared between konoha and the leaf, so it could tip either way. danzo takes no chances
