Once you get automated construction bots that can self-replicate, everything is just a matter of time. You can use your von Neumanns to build a Dyson swarm. There's little difference between a Dyson swarm and a Skhadov thruster. If you combine a Dyson swarm, a star-lifter mining system, a Skhadov thruster, and a series of stellasers with self-replicating factories, you can move stars wherever you want while spreading across the galaxy in only a few hundred-thousand years. Propagating to other galaxies isn't any more difficult. Traveling at close to 100%C means the subjective time experienced is likely the same.
