I guess you could make them all "red shirts" a la Star Trek. It could save a lot of time spent in character design ...?

And the goons must be immediately visually distinguishable from other characters. As the number of characters increases the complexity of character illustration also increases. Hopefully our Artist will not be in a "pickle" situation soon though.
