I can see the Sith ruling over the Mandalorians as Priest-Kings.

Pretty much. It's an idea that's been around at least since the Tales of the Jedi comics. Since Mandalorians are a multi-species culture, I think it's a good visual to give them a unifying mask design.

Given their ubiquity- I take it the Mandalorian mask here is less football helmet and more hijab?
