The game is NOT using/applying Xbox, Playstation or PC HDR Calibration app settings.
The game has a bad HDR implementation as even if it does offer some in-game HDR controls (not in nits values) the picture will always result washed out and wrong compared to SDR.
Set the in-game sliders like the image above to make it as best as it can, but I recommend disabling in-game HDR entirely and use AutoHDR or RTX HDR on PC if you have it and then adjust regular brightness in this way instead:
BONUS:
Disable Chromatic Aberration, Grain/Anti-Flicker Filter to improve picture clarity
Reduce Sharpness to 0.4: as the default value is bit oversharpened
