Charter is a hybrid between a public and private school. Private entities fund it but it still gets tax payer dollars from the government. The schools have less oversight and are less regulated and can pick their students. But still technically “public”. There are some instances where a community welcomes a Charter since their existing public schools are so bad. But often the Charter dynamic is what you see in this episode. Tldr; private entities funding a schools so they can control and brand it and pick their students.
