That's a nice question! ☺️ I would use a dark grey if it's a dog or a dark blue if it's a cat. Enough dark so the black lines can still be seing through. However if you want pure black, there's no other way than make the lines brighter. So a light blue/grey can look great! Take a look a how Kiki's cat is drawn, is quite a nice reference ☺️
