Yes, but Norovena is also sending a message to Seiji via Yoshi. That, A, Norovena has been talking to Rhydion. B, Rhydion is VERY perceptive, and has handpicked Yoshi for this assignment to an area that Rhydion knows Seiji is operating in. And C, that power structures such as the King's Guild are suspicious of Seiji. It's safe to assume that Norovena knows who both champions are at this point, while Rhydion most likely knows, which is why they are sending the other champion to make sure that Seiji's movements remain hidden.

How the people there oerceive it is probably different, and what matters here. Highborn bein arrogant idiots isn't unusual, and most lowborn will just ignore it, but the confronting them part is what is different this time

Something that I also felt in this chapter is that even though Yoshi is the friendlier of the two champions, he seems to have made far fewer connections. I wonder how he feels about the difference, if he notices it at all.

Yoshi’s growing backbone is encouraging. Also interesting to see that even Flaethwyn has come to respect Seijis party even if they aren’t friends. Though if I think of Flaethwyn as a mid-frontline fighter, she might respect what Aster is capable of more than most.
