I agree. The trouble is character progression usually outweighs the scale for encounter balance. Adventures at those levels can be tricky to write.

the world needs more tier 3 and 4 stuff. most of the adventures out there are tier 1 and 2. plus all of the truly horrific things are higher level.
I need a entry level adventure for a group that is just starting out
