[Poll] Frost Giant Vampire Stronghold Level?

Today, I'm breaking ground finally on my big fat Vampire Stronghold adventure. Here's the image:
As always, thanks to the total bad-ass Dyson Logos for this crazy huge map. I know the bad guy will be the frost giant vampire lord (CR 21), which means this sucker is going to be high level. That's rightโfourth tier!
But how high of a level?

Agreed. I hope to fix some of those issues with this ๐
Maybe I'm just a terrible DM, but 18-20 level games are impossible to run. Every PC's turn takes like 15 minutes and the first 6 rounds are just the combatants trading back and forth counter spells, immunities and dodges so no one ever takes damage. But my biggest complaint is because the characters are so powerful, it reduces the incentive to find a diplomatic solution to anything and the RP suffers.
