To clear up your confusion, the Phantom Blot is not anyone we've seen before in disguise, he's just... him. He's a legacy character from the Mickey Mouse comics, and one of his most threatening villains. Also, the FOWL reveal at the end of the season 2 finale showed that he was the one in the Funso's mascot costume.

Aside from the toothpaste color scheme at the expense of her goth look, it was felt they were making her "yet another superhero" who would be used to fly around shooting energy blasts of indeterminate strength at faceless mooks. Have to say I agree. I like her unique magic style vs usual pew-pew powers. You might have encountered them already but there are fanfics set in the future that take Lena's powerset and make her a Magical P.I. in Duckburg.
