It's certainly an accurate point in general, though it doesn't fully apply under current circumstances. Think Light divine spark as a radioactive element. To cover that, you have to use lead (or darkness in the story). Of course, you can hide the specific piece you want in a radioactive waste area as well, but it needs to be available. Under the particular circumstances Ceasar is facing, there's not one available - or Caesar doesn't know one.

Light is actually much better for concealment than Darkness; yes Darkness hides things, but Darkness -itself- is easily noticed and therefore it is not hard to determine that something is being hidden there, even if you cannot tell what. Light, on the other hand, can hide something so totally that you don't even notice anything was ever there to begin with.
