Not necessarily, Garden is taking out criminals and other internal threats to Ostania, while Twilight is taking out threats of war which neither country wants, so as far as what Twilight does to keep peace, it helps Ostania as well, so there could be some congruency. I wonder how much WISE (and especially Handler) knows about Garden.

Twilight is loyal to WISE, spy agency of Westalis, Yor is loyal the Garden, underground assassins of Ostania. Sadly, they ever find out about each other, it would be really bad
