日本からでも「システムロケールの変更」で中国語-簡体字に切り替えた後、PCを再起動すれば無事に動作しました。とにかく正常に動作させることさえできれば、システムロケールが中国語のままでも文章は日本語で表示されます:-)

I haven't fully gone through and tested it, but it looks like everything works if in the computer region settings, "Language for non-Unicode programs" is set to "Chinese-Simplified" (other variants of Chinese may work as well). It's best to do this before extracting the zip file as well. Japanese will not work in this situation (it can in some circumstances, but not here), I believe some of the scripting language still might have Chinese characters in it which causes the problem. I tested this on both this version and the original Chinese version, they both have the same potential issue and the same fix.

Basically, you use a computer to play, and smartphones require an emulator to use

Running it in Chinese locale (not Japanese) with Locale Emulator worked for me.

if that can help you the error seems related to unicode and ANSI I did all the research possible and even pass the computer entirely Japanese but I did not succeed

When I open it the a window come out and said cannot open file. The filename, directory name, or volume label syntax is incorrect.

The game might crash for some people if they do not have the Japanese language pack installed. To fix this just rename the folder from らくがきまとめ to something else. That should help.
