I think Ichinose's backstory was underwhelming because they tried to use it as a suspenseful plot device. However, with regard to character development, her crime sort of had to be underwhelming in order to illustrate her weaknesses properly. But because of the way they did it, you get hit with a huge dud and anything interesting about her character must be slowly grasped upon reflection after the reveal of the meeting with Koji. Hirata's backstory is a little more bizarre to me, but Ayanokoji's deconstruction of him is supremely satisfying and brilliant honestly. They also properly directed our expectations going into his story.
