That guy Yoki actually had a proper introduction story in the manga (very very early chapter) but sadly get cut in this version of adaptation.

It's simply that scar isn't some mindless murderer killing without reason. The two big dudes Yoki gave the tip were an active threat, Yoki is no threat at all and as far as he knows he is unrelated to Scars self imposed mission, being neither involved in the Ishbal extermination nor a state alchemist.
