About Basori (the girl from the student council) being kinda "bitchy", well In that situation she don't have choice. She's in front of a dozen club presidents, she needs to do her job, so, giving someone extra time would be considered unfair to the other club presidents. Ofc, we all want Komari to be able to speak there, but when she couldn't speak, and still said she was ok when asked, Basori kinda had no choice but to continue the meeting with the next president.
