Go back and watch the first few images of the episode and then listen to the mirror story with the two girls again, it might make things more clear. Also, the one envoy was not meeting with the emperor...that was Loulan's father.

This show does a great job at foreshadowing, especially as someone who has read the light novels they really do a great showing you things that are referenced in the future.
