That man is definitely Suirei in disguise and I think she works for that new concubines father and she is in on it. All my opinion .

I don’t know how much the show is trying to lay it all out there, but I believe it’s easy to think that Suirei IS “the man with the blue eyes”. Maomao’s theory is that she walked out disguised as the vendor, and the scene following shows the blue eyed man. So, every time we’ve seen that man, I believe it was Suirei plotting and scheming
