Managers are students too. Usually in Japan's school clubs, when it's a sports club, you can also apply to be the manager instead of one of the players. That way you are also part of the club, while helping with the club's chores and paperwork. (That's what I understood from watching anime, Idk if it's 100% correct ๐).
