It's really hard to tell, as Frieren said, there are many aspects that define a battle. Mana, tecnique, experience, and she even said she lost 11 times to ppl with less mana than her. The minimum we can guess is that Serie has a bigger arsenal of spells than Frieren, but idk about the rest. Probably more mana? As Aura said your mana increases with training, and Serie was already a great mage way before Frieren, as she trained Flamme, it's possible that her mana is greater than Frieren's too.

I dont know how to gauge their strength but one thing i know Is that if they ever fought. You would need to watch the fight from a sattelite. Frieren and serie are godamn maniacs when it come to magic
