The meta reason why lelouch was kept around was because the series was supposed to be 1 season with 50 episodes ending like it did in season 2. The series was doomed to fail in season 1 with no funding and a horrible time slot late in the night. This is also the reason there's a lot of pizza in the series because pizza hut was the sponsor and basically funded code geass. The studio ordered the rest of the 25 episodes but wanted a year tineskip and a soft reboot for new views as the time slot changed to a good one so a lot of new people who haven't heard about the series would get into it in season 2. The in universe reason was because the emperor was using lelouch as bait to get c.c as he need c.c to us the sword of akasha and knew she would try and get lelouch
