Ugh this is a hard choice. Samus has far less mods, but the thing about her is that it's pretty limited what you can do with her unless you do something like LN_310's "Maid Samus" meme mod. Captain Falcon definitely has more mods, but there's more you can do with him and it would give us a male character at least. Plus Hanx has only made one mod for him ever. We could get like a wedding Falcon, a Crime City Falcon or a Johnny Cage cosplay Falcon, among many other ideas
