I paid for $5 tier and instantly unsubbed, then subbed for $20 dollar tier. I received an e-mail for voice pack but not for credits.

You do have to actually pledge at that exact tier, yep; pledging at $50 doesn't get the $20 or $10 etc. rewards (hence the "get all previous non-tier rewards" thing in the rewards descriptions), but it does get a copy of the game and all updates to any tier you pledge to, even if you never pledge to them again. If this wasn't what you expected, let me know and I'll be happy to refund you, of course :)

Yea I was under the impression that the higher tiers would have the survey pulls from the lesser ones as well. So are we still awaiting Emails for the rewards, or did we actually have to pledge at that exact tier?

It depends on what you pledged to; this is for things like getting your name in the game, in the background, etc. which will be in the final product yeah, but also for getting things like the soundtrack in progress, audio pack in progress, etc. depending on what you pledged to
