Continuing with Luxuria's explanation of The Shadow of the Sun, we see the statues eyes illuminate a horrible red and the figure is bathed in its glory.
The implications of this page are that this is the human leader of this organization known only as "The Judge". Currently Tyran Winters is the only other member we know of, so there's a good chance he's going to be ultimately butting heads with this character down the road. :x
