When in the world have you ever seen in Hollywood movies people actually hitting their targets with bullets. The accuracy percentage for Hollywood has to be utterly abysmal, like 99.99999999% of bullets fired miss. Especially when the gun is aimed at an important character.

I think the kinetic energy is already working bit since it's stuck to the place it can't move even if force is put into it. And once his power is lifted from the object all movements work normally again.

Regarding the guy tapping the bullets: from what I can infer, he basically can instantaneously transform kinetic energy into potential energy, and reverse the process on things he has affected. That means every tap adds to the potential energy, so when the bullet is released, it has even more kinetic energy (and destructive power) than before.
