The judge is drunk because she drank the "rice juice" that Isshiki (naked except for an apron guy) used in his dish. That "rice juice" made by the high school students of his dorm, who certainly aren't allowed to make sake. The same "rice juice" sampled by that judge (repeatedly, it would seem) to verify the nature of the mysterious ingredient that Isshiki didn't actually name.

I completely get Lukes issue with apples. I have pretty much the same thing, tho I can eat apples as long as it is prepared so that it gets rid of the normal texture. I love any apple deserts and actually like when there are chunks, but they have to be usually softened in some sort of preparation to get the texture off.
