Jotaro doesn’t use the World much for three reasons. First, it requires a lot of strength and drains him immensely, as he himself said. Second, he doesn’t like this ability and uses it only on the edge of disaster, as it reminds him of Dio and brings Vietnamese flashbacks. Third, in such a case as in this episode it would’ve been useless as Jotaro‘s stand is extremely close range, and he can stop time just for a second now (against 10 seconds in the stardust crusaders, cause of lack of practice and all the reasons above). It’s worth keeping in mind in order to not be frustrated 😀
