Mouse form is super cute, and I hope we get to see more of it.

The shapeshifting in Prey is extremely cool. Granted, it isn't the sort of transformation into humanoid or animal forms Tedd is looking for, but being able to transform into non-living objects in your environment and use that for problem solving is damn awesome and pretty unique to the game. Higher levels of the ability allow you to polymorph into things like turrets or even Operators (the station's flying mechanical assistants). On a similar note, in the Dishonored games, you can possess mice, use them to spy or travel through small spaces, emerging from the creature at the end of its journey.

In Prey, you can polymorph yourself into random items you see in a room. You can become a coffee mug and roll through the room if you like.

Size Matters is a pretty great game where you play a scientist who accidentally drank a shrinking potion, and has to brew the antidote before they are too small to work the equipment. Does a really good job of letting you play with scale, shifts in relative strength, etc. And the potion mixing is fun too.

You can turn into a mouse in Dragon Age: Origins, but only in one brief section of the game.

I feel like Tedd might want to look into the Exalted Tabletop RPG. The 3rd edition is pretty nice and has the best version of the Lunar Exalted, Chosen of the Moon and they are all kinds of shapeshifters. (The Alchemical Exalted are more techy, but they haven't been released for 3e yet. That said they also have some transformation in their themes.)

I mean... If you played Druid with a dip into Ranger you could probably make all of this happen easily.

You'd really need this baked into the game engine. Lotsa weird things happen with size changes in game. Like, a halfling race for (Skyrim? Oblivion?) would always drown in water because their head wasn't far enough over the center of mass. Also, collision boxes would need to resize?
