I didn't feel like drawing a proper background in panel one, so we wound up with... Whatever THAT is.
Sure are a lot of choices happening as a result of "but I don't WANNA draw that...!"
As for what this bit is commenting on, it's, um... Wait, I know I was parodying SOMETHING, but... Eh, it'll come back to me eventually.

I wasn't aware of the history per se, but it always struck me as a deliberately derogatory pronunciation, like a racial epithet.

Hu-MON is because Armin Shimerman. At least, he's the first one I know of who did it, and all of the other early ones I know of referenced his portrayal of Quark the Ferengi. For what it's worth, Quark was doing it to be deliberately antagonistic in a manner that would not justify a provoked response. Basically, he wanted the person he was addressing to be off his game a bit.

I like the background in first panel. It’s good to use visuals like that to indicate use of a spell that does not itself have visuals. And I like clocks.
