Cut scenes aren't REALLY your characters forgetting how to play the game they're in! They're just testing the other NPCs! And boy, do those NPCs often fall short, I tell you what. You give them the chance to shine, but no, they just DROP THE BALL right after you give it to them!
I've got nothing for when cut scenes increase your competence, however. That's just characters showing off to spite you.

Dan, I think your autocorrect decided to break "cutscene" into two words in the post description. I mention it because "cut scenes" are a completely different thing.
