The issue isn't really with the Copy spell at all. It can be abused, sure, but it's Scanning and Pasting forms where things could have gotten really out of hand, and having not even been in a proper story yet, it contradicts nothing to say that Scan fails if there's an enchantment already there.
EDIT: I think I initially uploaded low-res? Not sure. Either way, it's HD now.

Reminds me of my reflection that if Vixen can mimic any animal that ever lived on Earth, then she should be able to mimic Superman, but that option isn't available for obvious external reasons.
