I viewed Eren doing the thing he once called naive as showing him as unable to come up with another solution, that he's still that traumatised child. Also remember that most countries treated Eldians WORSE than Marley. Also Marley actually attempted to genocide Paradis. That's what the world-offensive was meant to become. They scapegoated Paradis to better their own image after basically being the Nazi regime.
