Billy Crudup’s character would have gained the recognition for stopping terrorist acts leaked to him by Davian. He lets Davian get around certain things, and Davian leaks him info to make him (and by proxy the U.S. Govt) look good in its efforts to curtail parties Davian doesn’t need or maybe even wants removed himself for his own gains.
