So if Eddard's death is meant to somehow give the impression to the Boltons that house Stark is weak, it would not be enough to just kill Ned, you would have to kill the other adult males too so that the Boltons think they only have a young untested boy to rely on and they are confident enough to rebel. As long as Ned's brothers are alive and available the Boltons will remain cautious. The only real benefit of killing Ned would be to make Catelyn available to fuck, because Ned doesn't deserve to be made a cuck.
