The monster wasn't the weapon they were developing at the lab, the weapon was Eleven. An asset that could spy on anyone, anywhere(imagine using her or someone like her to "listen in" on private conversations at the highest levels of an enemy government). An asset that could make a blood vessel pop in someone's brain or stop someone's heart from halfway around the world. Controlling someone like her would give you the most powerful weapon on Earth. The gate and the monster were an unexpected accident of their experiments with Eleven.
