Vess is Tiff's sister, unlike Tiff who is an Admiral on the Vanguard (with some shady vice's); Vess was originally a pirate, a REAL pirate -> without Morrigan's soft heart. Vess fronted the cash for Morrigan to build her blackfleet. Vess effectively was able to launder money and wash her history clean, to becoming a big time investor.
That was until the whole Alara getting destroyed.
