It wasn't only for Sean's own use. He could use it like now, stirring up an undercurrent to send Fleur and the others to the surface!
Watching Fleur and the others rapidly leave the abyss with the undercurrent, Sean condensed another undercurrent. Didn't he receive the shapeshifting ability from the Kelpies? Then there was no need for him to revert to human form so quickly. If the ability only allows for complete transformation into another creature, he could have become one, or if it allows for modification of parts of the Animagus form, he could have added gills to the Serpent King form.
