Is it missing the scheduled update by a consistent amount of time? eg is the update always 3 hours late? Because then it's definitely a timezone issue. Also, why have two separate servers? Why not have the update server be the same one you host the site on?

One thought: The server that does the updates for TWB... is in Georgia. :) Doesn't explain the outages a few weeks ago, but may well explain the latest ones.

There's nothing to "rebuild". TWB is all static, plain-jane HTML, save for the banner ads. The issue (probably) is with the remote server that uploads the nightly updates- and *that* server has been regularly maintained and updated.
