The video file was uploaded to compare the noise of the past with the noise of the present.
It is similar to the existing noise, but it can be seen that the pattern and spacing are different.
When I touched the pump part of the cooler, I felt vibration in the pump when there was noise.
I think it's a problem with the cooler.
I was relieved because there was no noise recently.
Since it is a water cooling cooler, a big problem will occur if a leak occurs, so we will stop working in a hurry and repair the PC.

It does sound like something is struggling to keep spinning. If it was a fan, it would be easy to spot so I don't think it is the case. That leaves HDD and water pump in the equation. If you have an HDD in your PC, I would remove the rear panel of the computer and try to listen right next to the hard drive if it is making the noise. If it is the watercooler, you would most likely see increased temperatures while rendering or playing games. It is unlikely it will leak. It would impact in the performance of your CPU. If the issue is in the HDD however, you are risking losing its data if the disk gets damaged from the grinding. If you have to replace the water cooler, I would also suggest a Corsair watercooler if you wish to go that route. If you don't mind the aesthetics, big Noctua air coolers like D15 or U12S are powerful enough and there is no chance of them leaking. They are also very quiet. Also what Marcus here said is partly true, the watercooler liquid often starts as non-conductive. Over time particles from the loop end up in the water and turn it conductive.
I wouldn't want to test it to find out but supposedly those coolers have a liquid in them that does not conduct electricity like pure water. But maybe you can go with a very quiet standard air cpu fan next time? Some of them are less then 20 decibels.

It still sounds like a dying hard drive. If you have a solid state then it is your cooler (since its pretty much the only other thing with moving parts). I would recommend a Corsair cooler for a replacement if that is the case, as Corsair make really powerful and reliable computer parts. Just make sure it's the right model and size. I had to buy an adapter because of that poor choice
