re: moving graves. Some states have EXTREMELY strict laws about moving one’s remains and cemeteries can be sued by the family of the deceased and potentially the state. At the cemetery I used to work at, there is so much paperwork that needs to be done just to do it, even if the family of the deceased request it. If NOK can’t be contacted, then the remains will not be dug up and moved. In this case, it’s extremely unfortunate but the cemetery could quite literally have their hands tied.
